Service Description: FEMA
and Argonne National Laboratory developed a method to aggregate county-level
data for 22 indicators of community resilience and then sorted this data by
standard deviation. This map of aggregate indicator data points, known as the
FEMA Community Resilience Index (CRI) shows relative potential resilience by
county, in other words, how far from the national mean each county is for the
22 indicators. Included in the CRI pop-up boxes for each county shown are
the top three drivers of the CRI value for each county, showing which 3 indicators
contribute the most to the CRI value. The CRI is also available at the census

The
FEMA/Argonne research team examined the individual indicators used in 14
community resilience measurement methodologies and selected those indicators
cited in five or more methodologies. Use of these indicators in multiple
methodologies indicates researcher agreement on the relevance to resilience
assessment. Twenty-two indicators were identified and included in the CRI.
These indicators are listed below:
- Population without a high school education
- Population 65 and older
- Population with a disability
- Households without a vehicle
- Households with limited English
- Single-parent households
- Households without a smartphone
- Mobile homes as a percentage of housing
- Owner-occupied housing
- Number of hospitals
- Medical professional capacity
- Population without health insurance
- Population below poverty level
- Median household income
- Unemployed labor force
- Unemployed women in the labor force
- Income inequality
- Workforce in the predominant sector
- Presence of civic and social organizations
- Population without religious affiliation
- Percentage of inactive voters
- Population change
