Service Description: FEMA and Argonne National Laboratory developed a method to
aggregate Census tract-level data for 22 indicators of community resilience and
then sorted this data by standard deviation. This map of aggregate indicator
datapoints, known as the FEMA Community Resilience Index (CRI) shows relative
potential resilience by Census tract, in other words, how far from the national
mean each tract is for the 22 indicators. The CRI is also available at the
county level. For more on the analysis used to develop the CRI see the storymap

The
FEMA/Argonne research team examined the individual indicators used in 14
community resilience measurement methodologies and selected those indicators
cited in five or more methodologies. Use of these indicators in multiple
methodologies indicates researcher agreement on the relevance to resilience
assessment. Twenty-two indicators were identified and included in the CRI.
These indicators are listed below:
- Population without a high school education
- Population 65 and older
- Population with a disability
- Households without a vehicle
- Households with limited English
- Single-parent households
- Households without a smartphone
- Mobile homes as a percentage of housing
- Owner-occupied housing
- Number of hospitals
- Medical professional capacity
- Population without health insurance
- Population below poverty level
- Median household income
- Unemployed labor force
- Unemployed women in the labor force
- Income inequality
- Workforce in the predominant sector
- Presence of civic and social organizations
- Population without religious affiliation
- Percentage of inactive voters
- Population change
